James Button
James
is the Principal of James Button & Co. He is an expert in the field
of Licensing, Environmental Health and Public Health. He has
considerable Local Government and NHS experience gained at
Manchester City, South Tyneside Metropolitan Borough Councils and
Manchester Health Authority.
In 1996 he was instrumental in setting up the Local Government
Licensing Forum which is now the Institute of Licensing.
James has contributed to many written works and is the author of “Button on Taxis: Licensing Law and Practice 3rd Edition” Available from Tottel Publishing.
Jayne Foxley
Jayne Foxley is a solicitor who has worked for Local Authorities for
17 years in Dorset and Mid Wales. She also has experience of working
in the Magistrates' Court Service. Until 2008 she was the Shire
Solicitor based in Brecon for Powys County Council. Her work in
connection with Licensing covered advising members and
officers, attending Licensing Committees, advising on the
implementation of new legislation and dealing with appeals in the
Magistrates Court. She also dealt with criminal investigations and
prosecutions in the Magistrates Court. She has a Diploma in Local
Government Law.
Jayne has been working part time as a Consultant for the Public Health Legal Information Unit for a number of years. She is a knowledgeable, engaging and entertaining speaker who always builds a good rapport with course delegates.
Dave Carr

he is an ideal interactive lecturer
David Carr is a practising solicitor based in North London. He has worked in many areas of the law, including court advocacy. As the Legal Director of a leading think-tank he has made numerous appearances on TV and radio as a current affairs pundit as well as frequent public speaking engagements on legal, ethical, current affairs and political matters to audiences consisting of leading journalists, politicians, academics, industrialists and lobbyists.
His Media and Communications Skills course and Witness training courses are stimulating, challenging and informative.

Mick Start
Mick
retired as an Inspector in the Lincolnshire Police. He is a
qualified police trainer and has worked in local, force and national
police training. He ran over twenty investigative interview skills
courses and is a Home Office qualified interview skills trainer.
He worked with three crime and disorder partnerships and developed a high level of expertise in dealing with anti social behaviour issues affecting police and local authority officers. In partnership with a local authority he successfully obtained the first anti social behaviour order in Lincolnshire. He also developed a strategy in dealing with unlawful ‘RAVE’ events, which again was implemented in partnership with a local authority.
Mick is now employed as a licensing policy officer with the South Kesteven District Council, and has run a number of successful training courses for the Public Health Legal Information Unit..He provides practical -
Hands on- training.
Andrew Laycock

Andrew is the County Secretary of Hertfordshire County Council. He has a comprehensive knowledge of council procedures, ethics, data protection and freedom of information. Andrew's local government career has been spent with two county councils and one London Borough. He has been County Secretary and Monitoring Officer with Hertfordshire County Council ( a four star authority) for ten years where he is responsible for Trading Standards, Registration Services and Internal Audit as well as Legal and Democratic Services. He has a particular interest in constitutional law, freedom of information and employment.
Dave Daycock
Dave
is Solicitor to the Council and Monitoring Officer at the City and
County of Swansea. With both academic and Local Government
experience he is a knowledgeable and engaging lecturer. David is Solicitor to the Council at the City and County of Swansea
and also teaches Administrative and Public Law on a part time basis
at the University of Wales Swansea.
He attended the University of Wales, Aberystwyth and University College Cardiff, and was called to the Bar at Gray’s Inn before transferring to become a Solicitor. He was also a visiting scholar at Wolfson College, Cambridge in 1992. He has been Chair of the Institute of Licensing Welsh Region.
His research interests include Public and Administrative Law, Licensing Law and Practice, and the implications of the Human Rights and Data Protection legislation for local authorities.
Jackie Hawken
Jackie
is a Solicitor, Psychologist and Life Coach. An energetic,
experienced, versatile and adaptable bi-lingual (French) lawyer with
sound public law experience. She has a Psychology
degree & Masters in Clinical Psychology from Lyon University, France
and a range of qualifications in complimentary therapies to support
this. She has
previously
run workshops on
stress management,
life coaching, self esteem, the art of happiness and Tibetan
Buddhism and is currently turning her talents to mentoring, Personal
and Executive Coaching. With considerable insight into stress
management she is able to provide effective, entertaining courses.
